Regional Internet Registry or RIR — an organization that deals with addressing and routing issues on the Internet. Regional registrars deal with the technical side of the Internet: allocation of IP addresses, Autonomous system numbers, registration of reverse DNS zones, support for DNS root zones, and other technical projects.
RIR status is assigned by ICANN (Internet Corporation for Assigned Names and Numbers). All RIRs are organizations that exist on the contributions of their members. IANA delegates large amounts of Internet resources to the RIR, which the RIR reallocates to its members in accordance with its rules. All RIRs collectively form the NRO (Number Resource Organization), created to represent the interests of the RIR and global interaction.
To get detailed information about IP addresses, WHOIS services request relevant information from the servers ARIN, APNIC, AFRINIC, LANIC, RIPE, CNNIC, KISA/KRNIC and JPNIC.
Currently there are five RIRs:

The Internet Corporation for Assigned Names and Numbers (ICANN) is an American multistakeholder group and nonprofit organization responsible for coordinating the maintenance and procedures of several databases related to the namespaces and numerical spaces of the Internet, ensuring the network's stable and secure operation.

www.iana.orgThe Réseaux IP Européens Network Coordination Centre (RIPE NCC) is the Regional Internet Registry (RIR) for Europe, the Middle East and parts of Central Asia. It is headquartered in Amsterdam, Netherlands. An RIR oversees the allocation and registration of Internet number resources in a specific region.

Before AFRINIC was formed, IP addresses for Africa were distributed by the Asia-Pacific Network Information Centre (APNIC), the American Registry for Internet Numbers (ARIN), and the RIPE NCC.

APNIC's main functions are: allocating IPv4 and IPv6 address space, maintaining the public Whois Database for the Asia Pacific region, reversing DNS delegations.

Historically, JPNIC managed the .jp top-level domain; on 2003 the management was transferred to the Japan Registry Service.
